Presidential Administration Finalizes Working Process on New Pardoning Rule

Consultations with state agencies and experts were held during the working process on the new pardoning rule. It is noteworthy that a specific digital program for correspondence related to pardoning issues will be launched by the Presidential Administration from January 1st, 2021.
The new rule defines criteria for considering cases of convicted persons in grave and especially grave offences. Conditions to review inmates’ cases for less serious crime are simplified.
 
According to the rule, the President will use the pardoning power for special and distinct individual cases as to reasonably decrease the amount of pardoning acts.
 
The act of pardoning is based on the principle of humanism and on state interest. It does not represent a mechanism to improve the courts’ legislative gaps. 
 
Before the final decision on pardoning, the President of Georgia will once again hold consultations with respective state agencies and specialists in the field.
 
Consideration of pardoning cases will start as soon as the new rule is published.
